LOW THREAT LEVEL - GREEN
This condition reflects a low risk of terrorist activity. Routine security is implemented to preclude routine criminal threats.
- Continue to enjoy individual freedoms, participate freely in travel, work, and recreational activities
- Be prepared for disasters and family emergencies

- Develop a family emergency plan, fire in the home escape plan, etc.
- Learn how to shut off your home's gas, electricity, and water.
- Know what hazardous materials are in your home and how to properly handle, store, and dispose of unneeded chemicals.
- Support the efforts of your local Firefighters, Police, and Emergency Medical Services personnel.
- Get to know your community – where emergency evacuation sites are, what natural hazards are prevalent in your area, and what measures to take to protect your family.
- Be active in your community – learn CPR, and/or join a local Community mergency Response Team (CERT).

GUARDED THREAT LEVEL - BLUE
This condition carries a general risk of terrorism with no credible threats to the local area or specific targets.
- Continue with normal activities, but be watchful for suspicious activities and people. Report criminal activity to local law enforcement.
- Review family emergency plans.
- Increase family emergency preparedness by purchasing supplies, storable food and water.
- Be familiar with local natural and technological (man made) hazards in your community.
- Increase individual and family emergency preparedness through attending available training, maintaining good physical fitness, health, and updated immunizations.
- Keep up with domestic and international current events, monitor local and national news for terrorist alerts.
- Volunteer to assist and support the community emergency response agencies.

ELEVATED THREAT LEVEL - YELLOW
This threat condition indicates an elevated risk of terrorist attack but a specific region or target has not been identified.
- Continue normal activities, but report any suspicious activity to local law enforcement.
- Take first aid training or volunteer to enroll in CERT classes.
- Network with your families and neighbors, develop Neighborhood Watch programs for mutual support during a disaster or terrorist attack.
- Learn what critical facilities are located in your community and report suspicious activities around them.
- Attend any scheduled City meetings to learn more about local hazards and emergency planning.
- Increase individual and family emergency preparedness through training, maintaining good physical fitness and health, and storable food, water, and emergency supplies.

HIGH THREAT LEVEL - ORANGE
This threat condition is in consideration of credible intelligence indicating a high risk of a local terrorist attack but a specific target has not been identified.
- Resume normal activities but expect delays related to increased security measures.
- Continue to monitor work and local events as well as local government threat advisories.
- Carry proper identification with you at all times Report suspicious activities at or near critical facilities by calling 911.
- Avoid innocently leaving unattended packages, containers, etc. in public places.
- Be alert to your surroundings and avoid placing yourself in vulnerable situations.
- Maintain close contact with your family and neighbors.
- Inventory and organize emergency supply kits and discuss a meeting place if family members are separated.

SEVERE THREAT CONDITION - RED
This threat condition precipitates a terrorist attack that has occurred or credible and corroborated intelligence indicates an attack is imminent. This threat condition is declared for a specific location or critical facility.
- Take personal security precautions to avoid becoming a victim of crime or terrorist attack.
- Monitor news reports and Emergency Alert System reports via radio and television.
- Do not travel in affected areas.
- Report any and all suspicious activity by calling 911.
- Expect traffic delays and restrictions.
- Avoid crowded public areas and gatherings.
- Keep emergency supplies accessible and automobile(s) fuel tank(s) full.
- Be prepared to evacuate home or work place or shelter-in-place.
- Avoid passing unsubstantiated information and rumors.
- Expect delays, searches of purses and bags, and restricted access to public buildings.
- Assist neighbors who may need help.
